Crime ridden, but Cheap

I have lived here for over 6 years. The maintenance man burned my first apartment thinking a blow torch would warm up the pipes. The moved me into a more expensive place and charged me more with a "tough luck" pat on the back. There are often fires. Gangs hang out in the halls. I have seen a woman jump out of 2nd story balcony to avoid her attacker. I have seen blood smears that looked like bullet wounds on my mail box. Heavy in and out traffic with a constant smell of pot. I have had my mail stolen on several ocassions for the checks inside. I have seen rashes of car windows being broken over and over. The patrol car is gone, not that he helped when I called about my neighbor being robbed. They are building a gated community, but all the criminals live inside. Neighbors are constantly noisy, inconsiderate and rude. Loud thumping music, domestic fights, and honking at all hours is common.
It is probably the cheapest place in the area, and has a swimming pool with urine, and a gym with mostly broken equipment.
The few good things I can say are the parking is adequate, but broken cars are scattered all over. I have been able to hagle with the management on rent because they are desperate for tennants. There is an interesting diverse culture, but often their culture thinks drinking, smoking and hollaring in the hallways is acceptable.
They do make sure you don't leave garbage outside your door with steep fines, and the maintenance people are often nice, but several days late. The bath paint in my place chips collecting mold. They spray over it, and it chips again. My AC and heat has gone out several times. They replace units with the cheapest possible.
