peninsular place horrors

Years at this apartment: 2008 - 2008
while the rooms themselves are nice, especially with a walk in closet and attached bath, the office and noise problems are atrocious.
we had tried to arrange for 2 new people to move into my 3 bedroom unit after my old roommates moved out. one was moved in without a problem, but the office then moved a random person into the last bedroom violating that persons lease since he already had a room, and my roommates lease, which was actually the "wrong one" that they had given him.
the assistant manager refused to help us, and told us we were "out of luck" and when we asked why they were allowed to violate legal agreements with other tenants at their own convenience, we were told it was "none of our business".
the office also tried to charge me $300 for "replaced carpet". they must be magical to be able to replace my entire bedrooms carpet without me noticing or removing any of my furniture. the same assistant manager insisted that my carpet was so badly damaged it all had to be replaced, despite me asking her how they could have done it without ever entering the apartment.
the actual manager was very helpful, when he was around. otherwise, the office never had any idea who you were, even if you were talking to the same person over and over.
the noise has been a constant problem, the neighbors above us are screaming, pounding on the floor, blasting music at all hours, and playing with the dog theyre not supposed to have. complaint calls usually get them to shut up for the night, and the handbook says there is supposed to be a $25 fine for each noise violation past the first, but despite them being cash-strapped, i doubt its being enforced.
overall, while peninsular has great furnished rooms with included washer, dryer and dishwasher, the inconveniences, lazy office staff and constant noise problems outweigh any benefits. i'm currently looking for an apartment for next year, if i cant find anything, peninsular will be a desperate last resort for me.
