It's not the greatest apartment building ever, but it's not awful. Noise gets a bit much (it would be nice if people would turn down their stereos at 3 AM) and I've heard word of car break-ins, but I've not had any problems myself.

3am loud constant noise is breaking the city's quiet hours laws. When it gets to that point and they will not stop, that's when you call the police if the office chooses to do nothing. I wouldn't put up with noise like that every night...
