What a joke

Years at this apartment: 2007 - 2008
I've lived here over a year and the first year wasn't too bad. It was a bit annoying sharing a laundry room with 7 other apartments but bearable. Other than that it was fairly quiet, and I hadn't had hardly any issues. I ended up signing a second lease because the price was lowest in the area.
I guess until you have issues you can't tell how nice a place will be.
Since this summer everything has gone downhill. They seem to be letting a variety of bad seeds move on to the premises. Kids are outside screaming and riding their bikes in traffic at all hours of the night, people speed through the parking lot in loud cars at all hours of the night. People also park wherever the want, often double park behind a row of garages. I have an apartment facing the parking lot and I hear every single thing that goes on. I can hear the neighbors in the building on the other side of the parking lot laughing. The neighbors that moved into the apartment above me this summer are awful! They stomp around and play loud music. I've complained to the manager 5 times and even called the police once and they haven't done a thing about them! I end up sleeping with headphones on most nights because of the noise of the neighbors above me and the parking lot noise.
My apartment is above the garages so it's nice not to have to worry about disturbing people below me. The garage door is broken on the garage below me so when the neighbor comes home at 4:00 in the morning and takes 20 tries to shut his door it always wakes me up!
The laundry room is a joke now. It's been broken on/off since last Spring. People keep stealing the knobs off the dryer and keep washing oily or greasy things in the washing machine. The last time I did laundry was in July and it ruined an $80 dress of mine and one of my favorite shirts. Management did nothing about this. Months later they locked the door and it has been out of commission since. Instead of letting residents go to another building to do laundry they urge us to go to the local laundry facility which is a good 10 miles away (there aren't any in Eden Prairie).
Upon signing the new lease in June I was asked by the manager if there were any repairs needed in my unit. I told her two of the drawers in the kitchen have been broken since I moved in and the sliding doors on two of the closets had warped so they no longer function. It's November and they still haven't fixed it.
The balcony seems like it's sinking down to one side.
If there are any pipes along your wall and your neighbor runs the sink, flushes the toilet or runs a shower, you can hear it every single time. The pipes are so loud they drown out my TV. If there are heavier people above your apartment be prepared to hear every single step and if there are kids that run around, you're in for a headache.
I pay water, electricity, heat, and garbage. They don't tell you when water or garbage goes up. Invoices for the utilities are random and they expect you to pay on the spot. I never know when one is going to show up on my door.
Pet rent is $25 a month. I have one little cat.
The one thing that made me choose this one over the Shadow Green Apts is that with Chestnut I get a heated garage.
The manager is nice, but doesn't seem to be doing a very good job of managing the place and the type of people that are renting, or doing anything to enforce the supposed "rules".
If you're looking for a place where you can party and get away with being noisy and obnoxious; this is probably the place for you since the manager won't do anything.
I can't stand this place and can't wait to move.
