Been gone for 3 years so WHY do I still get buzzed by 8590'

Years at this apartment: 2002 - 2004
 
I've been gone from Fountain Place for 3 years (bought out of the lease which was pricy especially for someone who just went into repayment on student loans and could no longer afford living there even on section 8)
The most annoying thing is that its been 3 years and I'm still not rid of that place... it doesn't matter who the management is, I've been there several times each year to try and get my phone number out of their door entry system and it just seems to bounce around. My phone rings at 3am cause some drunk wants to be let in, 8am for packages or cable intallation, 1am for Pizza! No matter how many times I visit, the problem is NEVER resolved. Maybe a month goes by without incident and then its the same thing all over again usually a different apartment number. I just wish there was some action I could take to get this done and over with.

Parking & Safety: Most of the security lights (for outages) were burnt out: Had to carry a candle down to the parking garage in the middle of the night during a storm outage just so I could get to my car and get to work. SCARY!

Noise: Most of the time wasn't too bad until my neighbors moved in.... I swear their kid never wanted to go to bed - storming around their apartment screaming and giggling until 10 or 11 pm when I had to be up for work @ 2.

Another fun one was the "ghost" in the outer wall. A little bird pecking for bugs and spiders inside the wall in my bedroom... had to smack my wall all summer long to get the damn thing to leave. Oh, and the frozen shut garage door @ 3am when I needed to be heading to work... need I say more'

Rent: about 605 on Sec 8
Utilities (you pay everything) Was around $150 (water,sewer,trash,electric,gas,phone&# for school online courses)
Buyout: $1200 and staff was very insensitive and uncaring towards my dilema)
