Living at Bluff's is awful. Surrounded by neighbors who never leave & make noise steady. At first management acts like they're listening & helping but over time you realize their not. Much of property is government subsidized so many here are low income & get cheap rent. Its really bizarre because Bluff's advertise as luxury & upscale & even charge high rent. Moral of story you have a few good income folks smack dab next to kids taking advantage of federal hand outs & party while making noise whole time. Situation is designed to leave you discouraged & depressed.
Management hides the fact they offer subsidies & if you ask them they lie & say it's illegal to say! US Department of Housing & Urban Development says it is not illegal to say in fact they encourage it. To no surprise Dominium doesn't speak up & if you ask they bs. This isn't right because after signing a lease & living here about 60 days you begin to realize what i'm talking about. If you approach Dominium & tell them your not happy they hold you to your lease or tell you a buy out option is available & that's like equivalent of two months rent.
The city of Eden Prairie does nothing to stop this. In fact when police report to scene for noise they won't even warn violators unless they themselves can hear noise! Police responded over ten times to our upstairs neighbor & didn't so much as write one citation! Finally after months of complaining they asked upstairs neighbors to move out but here's the kicker.. They didn't even evict them or nothing! In fact they didn't even charge them to clean it or perform a walk through. As if this isn't bad our neighbors across hall are just like ones previously above us. Always having guests over on work nights slamming doors until 4 in the morning. If Police report to scene they say that's normal apartment noise! OMG, slamming doors & wrestling with friends while hitting walls at 3AM on a Monday night is normal apartment noise!'!'!
I've voiced my concerns numerous times to city manager & mayors office & received no response! This is a money pitt to the very definition. They lie to people & say all these things to get your money. After months of misery they come around after its already too late to do anything about it or is no longer worth it & offer you a way out of your lease to cover their own butt! City, State & Federal government do absolutely nothing for consumers to this regard & if you attempt as i did you learn hard way how true this is! HUD website acts like it cares about businesses taking advantage of subsidies & actually talk with you about it but no action is ever taken! Or at least it wasn't in my case..
Civil courts have caps on cases like these so its not even worth it to sue for damages. Attorney fees alone will cost you more than max you can settle out of court for! Anyone else think this is a racket our own government is in on' MONEY PIT!!
Now we count days until wifes job is finished in July & can't wait to see this state in our rear view mirror. And think i'm not even mentioning lousy road system, commute to minneapolis & other millions of problems area has. When I lived in other states I heard all this bs about MN being conservative & for environment.. Oh my this is such hog wash! They don't recycle or nothing here. Wisconsin does a far better job to that regard. States like MN are setup to drive revenue at expense of consumer frustration & while doing this they skyrocket demand for gasoline by wasting it through all kinds of delays in traffic caused by their obviously lousy road system. Deliberate incompetence at expense of our health & environment!

I think the worst part is the trash at 7am, its probably the loudest thing I have ever heard. But you hit the nail on the head here.
