New Owners don't care about resident Safety

Years at this apartment: 2006 - 2008
I have lived her for less than a year, but my girlfriend has lived here since Dec. '06. Let me tell you about this place and give a review.
-The floors are especially thin and hopefully the people above you are not annoying.
-The washers and dryers that used to be in the building were old and needed to be fixed/replaced. They replaced them with newer versions of the old washers and dryers. The machines work fine, for the most part, but due to poor ventilation the dryers have a better than average tendency to not dry your clothes if both dryers are running at the same time. They also raised the prices to $1.50/load (wash & dry) for the same inadequate performance.
To this day, the new management has fixed only 10% of the problems (reattached the hall closet door that had come off the track) that have been reported by my girlfriend since she moved in.
-We have told them about the smoker that moved in below us and the smoke was seeping up through the bathroom vents or the floors and we were told that they were going to talk to them about it. Our bathroom smells like a dirty ashtray and our apartment is filled with second hand smoke a good majority of the time (not enough to see, but enough to smell).
-The landlords are hardly ever in the office (only a few hours a week when they are there) and the only way to contact them otherwise is to leave a voice mail.
-The parking lot is rather large, but their snow removal was shoddy and the snow blocked good chunks of pavement hindering traffic coming and going. During the winter only 1 car could use the western exit at a time.
