Noise problem, dirty apartments, ants, frightening laundry area

Years at this apartment: 2007 - 2007
 
Had a horrible neighbor with no consideration, and the landlords refused to do anything about it. The laundry area is a complete mess and scary to use. Maintenance is non-existent.
