Great Location; some Basic Improvements Needed

I've lived in East Village for over 5 months while looking for more permanent housing. My main complaints are things that would be very easy for management to fix:
1. During the summer, the building is not air conditioned and gets very hot and stuffy. I don't sweat a lot but I usually have worked up a pretty good sweat walking between my apartment and my car on the lower level of the parking garage.
2. Cleanliness. The floors of the parking garage, the stairwells, the linoleum floors in the common areas and the exterior windows are rarely if ever cleaned. Not a huge issue, but something that should be addressed.
3. Window AC units. These units are loud and take awhile to cool your apartment. Heat in the winter isn't a problem, but during the summer you have to get used to the hum of the AC units. Again, not a major issue, but a little tougher to fix.
Contrary to one of the reviews, this is NOT a dangerous area. Is it the most upscale area in town' No. Convenient walking distance to the dome and to the light rail. There aren't a lot of restaurants real close by, but a brisk 15 minute walk gets you into the heart of downtown Minneapolis. The units are spacious. The fitness center is pretty basic. No pool on site, but there is a shallow community pool for kids just across the street next to a playground.
Occasionally you hear sirens from ambulances going to the nearby HCMC clinic. You get used to it.
