Pass, certainly not worth the price you pay.

Years at this apartment: 2006 - 2007
I lived in this place for a year so a friend of mine wouldn't have to deal with moving. The apartment itself was nice. My bedroom had it's own bathroom inside, and tons of closet space, in addition to being large enough for everything I own (Queen bed, very large desk and a large dresser, as well as small tables). All the common areas, however, were trashy and worn out. For some reason there was almost constantly a cleaning cart out in the hall by the laundry room, though I rarely saw it used. There is a piano that's decently tuned in a common area between the office and courtyard. The rec room is an absolute joke. You could sell some of the equipment in there as antiques if it wasn't so beat up. It's right near the police station and up the hill from Hwy 7/25, so I heard a lot of sirens the whole time I was there, but got used to it pretty quickly.
I lived on the first floor, and there were always a bunch of kids running up and down the halls, into each other's apartments yelling and slamming doors. There are a number of genuinely nice people in my area of the building, but I didn't see them too often. I saw much more of the 5 or so seemingly related Somali families that were constantly out in the halls yelling at each other. The large Jewish population in the area (it's walking distance from major Synagogues) tends to be very quiet and respectful.
I paid the extra $50 for a garage spot, and only a few times had any trouble with people being in the way, although they are a bit tight for larger vehicles. There isn't much lot parking available, but the streets in the neighborhood are quite safe.
The management was touch and go. The main apartment manager would screw you over any way she could think of, but the assistant was quite nice and helpful. Shortly before I moved out, the maintenance woman quit, which was very unfortunate. She was awesome and looked for ways to help you out. I don't know who they got to replace her, but they have big shoes to fill. They screwed us over when we moved out, charging us extra for the cats that wasn't described on the lease. Also, when we moved in, we were told the carpets needed to be steam cleaned when we left. It was never stated that we had to hire someone, so I rented a cleaner and did it myself, and took photos of the entire process and the finished cleaning, which was better than I'd seen any other part of the building ever be cleaned (including some of the other apartments that I'd seen people move into). Still, they charged us over $100 from the deposit to have someone else come in and do it "professionally". I'm quite certain that guy showed up, sat in the apartment for an hour and charged them for his lunch break, if they even had someone come in at all. My roommate and I were both royally pissed, but let it go just so we wouldn't have to deal with that horrid apartment manager.
I know cats are allowed, and the blind guy (nice guy) down the hall had a dog, but I don't remember if non-service dogs are allowed or not.
If you are a deaf recluse and never have the need to deal with management, and never leave your apartment, go for it. But if you've ever had to deal with management for anything in the past, and think that it could even be the rarest possibility in the future, skip this place for sure.
