OK if you don't have a car and don't mind loud neighbors

Some loud neighbors who talk as if they own the whole apartment building. I will say at least 2 out of the 10 households on each floor have no curtsey at all to their neighbors by playing loud music, moving things around late at night. (The rental manager believes the residents can do WHATEVER they want to between 7am and 10pm. So forget about a guite evening at home if you happen to live there. Don't be surprised if you wake up to loud music at 7am on Sunday. Hey, it's allowed!) Once in a while, the neighbors will forget about the rules of being quite after 10pm. So you will have to suffer through that night and hope that the manager will do something the next morning. Do they really ask the residents to move out after they got complainted by other neighbors three times' I don't think so.
Parking is also a problem because they don't have a covered garage and every parking spot is extremely tiny. Even worse, they assisgn some parallel parking spots along the already narrow pathway in/out the parking lot (you get in and out the parking lot through the same narrow driveway.)
