I have lived in two different apartments in the 2011 3rd ave building. The first was on the third floor and the second on the second floor. I highly recommend the third floor since it will be quieter.
Yes you will hear people from time to time but its never anything crazy. The apartments are very old and you have to be ready for that. During the winter you will most likely have to open windows. Heat is not controllable and a couple days it wasn't on at all and was chilly.
A benefit of this place is that the apartments have real wood floors and molding so to me, they look better than cookie cutter apartments.
The neighborhood stinks. There is a house down the street where people are always outside drinking and doing whatever and they will probably hassle you. There is frequent, loud, arguments at the BP across the street. Actually I think the BP is a blessing since it is bright and atleast your not always alone.
Parking is a pain but you can ususally find a spot. You have to be able to read the street signs so you don't get towed.
Laundry room is terrible. The washers and driers at weak and its always messy. Also the only people I have seen there are strange.
Its not bad if you are a single dude or a real tough chick. For the price you get a ok place to live.
