I lived in Rochester village for 9 months and it wasn't horrible. The apartment was in okay (not great shape) and the maintenance was comparable to other apartments that I've lived in.
Sure, the other residents were pretty shady, and I'm pretty sure that people were drug-dealing...but when you stay in an apartment as cheap as this one, you're ALWAYS going to have those problems. If you don't want to live with poor people, live in an apartment with high rent that poor people can't afford.
If you've only lived in a small city in the midwest, you might think Roach. Village is pretty shady...but compared to what you'll find in DC and Cleveland, this is heaven...
