Okay place to live.. but headed downhill

I've lived in Minnetonka Terrace for 3.5 years. Originally when I first moved here the management was wonderful. The building manager was very aware of what was going on in the building and the caretaker was friendly. Any maintenace issues were immediately taken care of. The summer of 2008, a new building manager (that does not live on-site) and a new caretaker took over. It has gone downhill since then. Trash has been left in stairwells, broken elevator for 5 months, sketchy caretakers that I would not trust in my apartment, and vandalism throughtout the building. The quality of people has gone downhill as well. My major complaint about this building is the amount of noise coming from kids playing in the hallways, neighbors slamming doors, and music playing. I eventually did complain about kids playing in the hallway (after months of putting up with it) and the previous building manager immediately contacted the family and informed them they needed to keep their kids out of the halls.
Overall it's a decent place to live in that the apartments are reasonably priced in comparison to their size and location. It is a very loud location (especially in the summer) with being directly on Hwy 100. There is constant traffic and siren noise. Eventually you tune it out. Being a single girl, I've generally felt safe in the building. The appliances, carpet, cupboards are not new, but are functional. I would definitely recommend living here. It's a good starter place and so close to the lakes and downtown/uptown.
