Good location that could be made better with a little effort.

I agree with the previous posts, the most minimal amount of upkeep is put into what could be very nice apartments. My belief is that the wealthy owner doesn't really care to to put any money in them as he is frugal, and very tight with his money. The location is the top draw to me for this location it is in walking distance to a 24 hour supermarket, on the bus line, and in midst of arguably the most vibrant area of st. paul.
One side note that I know others have had here is problems with the security deposit, I wasn't given the full amount and was cited for problems that were related to things beyond my control, water damage, mold, etc. Make sure you don't get charged for something the management should have put into the building with their own money not yours.
