I've not had a good experience so far. The price is ok, but I find that either the pool or laundry facility are 'down for repairs' on a continual basis. They remodeled the laundry room and put the old 1980's washers & dryers back in! The 'Concierge' does just the basics. Not exactly the brightest bulb on the tree. Pets: NO dogs of any size (kind of sad for the older folks who have to give up their companion for an apartment).
Building Maint: When asked why they replaced a broken latch/hardware for my apartment door with a rather cheap replacement, I was informed by the repair man that the head of his dept. gets a bonus if he keeps expense reports under a certain amount. Well this is a latch to protect my possessions and for my safety!
Parking:On weekends street parking is free at the meters. Otherwise all visitors PAY to use the adjoining parking ramp. There are no safe/clean areas around the building to leave bicycles - they offer a spot in the lower levels of the parking ramp but very dirty/unsafe and downright scary! A diverse and basically nice tennants, they don't take any Govt. subsidized renters, and there are familys, singles, retirees, students, etc. I'm looking for another spot to live, but hard to find openings downtown.

The concierge can offer concert tickets, event listings, and can deliver your packages to your apartment, as well as dry cleaning. She does way more than just the 'Basics'.
Building Maintenance will indeed use lower quality items to replace items; it helps keep the rent down for the entire building, which is a good thing, not a bad thing. The latches for the doors work just as well; after all, you can replace them with whatever you want. Maintenance responds fast to any issue in the building.
Parking: It is INCLUDED in the rent for ALL renters. The downstairs parking lot is secure, and not accessable for ingress from the stairwells (thus protecting your car and bikes). The side of the building has a bike rack, which you can lock your bike too. Though this IS A MAJOR metropolitan area, I would hardly think you'd be using a bike. Lastly, the underground (below) parking spaces are for tennants and contracts who have lived here for more than 1 year. The area is completely secure with cameras and locking doors.
Visitor parking is at a discounted rate, usually just $5 instead of the traditional $80/month.
Quite frankly, I am impressed with Kellogg Square; it is one of the better places to live within the Saint Paul area.

The only 'included parking' is an assurance that you get ONE spot per apartment and you are billed separately from the Parking Ramp OWNER (which is NOT the owner of Kellogg Square!). You have to pay for EACH parking space so if you have a roommate/spouse you get billed for the extra parking spot. There is NO visitor parking for '$5 dollars a month'! They charge visitors $5.95 per DAY!
Let's talk about that new cheap fake wood linoleum down the hallway on the 'amenities' floor (#2). Wow, talk about trailer trash quality. But it does goes well with the funeral chapel look of the sitting room next to the Laundry room. Not sure who would come up with that color scheme, certainly not an interior decorator in 2007.
My wife, myself and our high school student (who rides a bike) have lived in Kellogg Square for 3 years now. We plan to stay for one more year as our condo is built.

I don't know what zackrspv is talking about with parking it includes one spot not exactly ideal for couples that, I don't know, don't share a car or multiples living in the building still have to pay 80/mo for parking. Also, in the year that I spent visiting my boyfriend here I have never gotten visitor parking at a discounted rate just the 6.50 for daily parking. And as for the "major metropolitan area" yeah guess what, people who live and work in the area probably are going to bike or walk to work not to mention we are near the river so many, say might like to get some exercise because lord knows you can't use the facilities here they are shall we say lacking in all ways considered. Ever been to NYC now there is a place that everyone has a bike maybe they are just not metro enough for you.
As for maintainace using less than acceptable quality stuff have you checked your fire alarm ours says to be replaced in 1990 not exactly making us feel safe in fact it is so faulty it will go off at random maintainance has been here twice and both times said it was fine.
If it is an issue of keeping cost down give the tenant the choice of upgrading for a price I would rather pay an additional 5 to 15 or more for peace of mind. Quite frankly I am not impressed and if you are, my guess is that you work here.

Let's get something straight. There are no cameras in the parking ramp area. There has been a rash of car break ins within the last few weeks and parking ramp management doesn't seem to think it's enough to provide more security. Kellogg Square management should also be faulted for this - because, although they do not own the parking ramp - they should be applying more pressure to get something done. If they are, it has not worked.
