Decent place with lots of room for improvement

Pros:
Maintenance is quick to fix any minor problems with the apartment (clogged sinks, jammed windows, etc)
Even though St.Paul is one of the most lifeless downtowns in the U.S, the apartment is located close to whatever few activities the town has to offer (farmers market, mears park, riverside trails, etc)
Cons:
You are at the mercy of the management when it comes to airconditioning. They enforce a '5 consecutive 50 degree days' rule, before they turn on the ac. So even with four consecutive 90 degree days, all it takes is a dip below 50degrees at night, for the AC clock to reset.AC was'nt turned on until mid June 2007 and it took a mutiny by the residents calling up the corporate management office in Philadelphia, before it was turned on.
It is an old building and there are no dryer vents that lead outside, causing lint to stick to everything in the apartment.
Very bad insulation causing blinds to flutter behind closed windows, all the time. Due to the proximity to the USPS facility, you will be woken up every morning at 6am by the passing trucks.
