Someone coming in stealing our stuff

Some one has been coming in and stealing our money and small electronics. Someone with the key to our apartment and knows when we aren't home. We think it's when the management do their yearly audits on randomly homes, and they know whose home and whose not so I truly think it's someone on their end that's breaking in our apartment and stealing our stuff. I don't feel safe living here. We talked with management and they aren't doing anything about it. Highways are loud too. Can't sleep with window open. Parking is too small on certain buildings. Manager and care taker doesn't know how to take action when an incident like this happens,(someone stealing).
