I think that the tenant probably doesn't understand that unless her request is of an emergency basis, ie. water leaking, no heat or electricity etc. that the maintenence department has to put her request in que with others. The all values each residents needs but have many tenants to serve and as at any apartment dwelling must repair in order of severity of the problem or level of safety and then on a date requested basis.
