BED BUGS...INFESTED

I have been living here since last 1 year. Recently my apartment and our neigbors got infested with bed bugs. We asked them to fix the problem and insisted that its because of poor maintenace of the building. They did not give us any prior idea of bill and chanrged us with 600$.
I asked them to share the cost as they were also responsible for the mess. But flately refused. Later, my friends appprtment happened to be in the complex faced the same problem. Now they're insisting to use their Pest Service which is NOT cost effective.
Later I came to know law that if 2 or more apartments are infested with bed bugs its the owner's responsibility. I strongly recommend not use this apartments. They're worst in providing service and teir attitude is like "my way or highway".
