Little Soundproofing Between Floors!

In parts of the apartment, I've heard my above neighbor talking, but not clearly. No human voice at normal volume should travel through a floor into another apartment. There was definitely little consideration for occupants comfort level when it comes to external noises.
I wish the staff would send a courtesy quiet reminder to my above neighbors. So far, no serious effort has been taken.
