I rated these apts as average b/c the lights are currently out in the courtyard, making them unsafe (this is the only reason I gave a low safety rating). Also, the maintenance is slow. I would recommend this to a friend b/c they are across from MSSU, cheap, and the noise is minimal. There has been a few loud tenants, but most of them have been quiet. However, the walls are thin, so you can hear your neighbor when they are talking, snoring in bed, or watching TV. I would recommend an upstairs apt for this reason, but be prepared to pay a higher electric bill (no central air, all window units) in the summer. The winter is nice, though.
