I am living for a month in a corporate apartment in the East building, so my experience may not be typical. If you are looking to rent an apartment through one of the big temporary housing companies, I would recommend that you ask if there are any apartments not facing the inner walls -- unfortunately, there's no sunlight and you look into your neighbors apartments.
The apartment I am in is a few floors above the outdoor trash dumpster, so one hears the trash sliding into the dumpster at all hours, and the trash pickup in the early morning is very loud! ( and I'm a New York City resident for the past 30 years).
The buildings look well maintained to me, and seem quiet and safe. The lap pool and workout area are great and very clean. I've had no dealings with the building staff at all, and also have noticed no homeless people or anything dangerous going on near the building ( and I come home at 11 pm ).
