This place is one of the better apartments that I have ever lived in. I got lucky and got a high floor with a Plaza view, which was definitely worth the extra money. They are in the process of remodeling the building and it looks great. I would hesitate leasing there if you are going to be on a tight budget or if you are a younger person. The demographic of people living there is on the higher end of the age spectrum and they don't really like any noise after a certain point in the night. Which I had to learn the hard way. Overall, it was a great building and the management and maintenence guy were wonderful.

Well located. Nice views if you can land a north facing unit. Property had frequent 3 am fire alarms and lots of management turnover. If something goes wrong and you need to renegotiate, you'll never be able to get past the office manager who is merely a gatekeeper and has no real decision authority. Their job is to endure all tenant complaints and offer apologies..hence the frequent turnover. The property tends to have more of a fraternity like atmosphere with lots of drunk twenty somethings causing a rukus and making a bunch of midnight noise. If this is what you're looking for...then this is the place for you. If you need a more laid back quiet atmosphere...look elsewhere.

This place is pretty nice and modern, but it better be with the price that the residents have to pay! my one bedroom apt is $805/month, however, since the remodeling, the management has decided to RAISE the price to $825/month. I thought the 805 was pretty high but the 825 is just ridiculous!-and i dont even have a plaza view! my unit is on the south side, so i have a lovely view of the PARKING GARAGE! also, parking is a NIGHTMARE, i have so much trouble finding a parking spot after i get off of work, I usually have to park across the street on the plaza, and walk across the bridge, which is very dangerous for a female in her 20's (or anyone)especially after the sun goes down!parking is not only a nightmare for me, but for my friends and family as well! depending on the time of the day, my friends refuse to come over because of the lack of parking, and if you want a reserved spot, make sure you have enought money in your bank account. Garage parking is $85/month plus an addition $150 deposit for the garage door opener, outdoor parking (which they only have 4 spots avbl) is $35/month, but when someone is paying $850/month on rent and utilities, who has money for a parking spot?? also, locarno doesn't pay for ANY utilities except for heat (what good does that do me in the summer?) They make you pay for water, which is kind of like a joint thing depending on the floor you live on, the bill is shared, which is absurd for someone who is rarely here...very unfair. Also, the elevators are slow as hell and very dingey, the fire alarm has gone off atleast 7 times since I have lived here, remodeling has blocked off the main and side enterances as well as elevator usuage on MORE than one occasion, the trash chute is frequently out of order, I've come home from work TWICE and the POWER has been OUT throughout the ENTIRE building w/o explanation, and the management is snooty and most of the time, they don't know what they're talking about! At around 2pm pigeons flock around and peck at windows, some even live in the holes around the building. Overall, do not lease here if your are on a tight budget, a younger person, or have HIGH EXPECTATIONS. you will NOT get what youre paying for!
