Old buildings, poor management, generally unsafe

I've lived at the Woods of Walnut Creek for almost two years now. Maintanence is fairly quick to respond to problems (e.g. i had a leaky dishwasher, dead AC, and a dead furnace twice), but otherwise the place has some issues.
My patio railing is rotten and loose, and one of the doors that accesses it has a 1/2" gap at the bottom (I believe this is one of the factors causing a bug problem in the apt.).
The original office management (and several incarnations since) no longer work here, and I failed to receive a lease renewal form at the end of my last lease period. At one point I (correctly) received a late payment notice, but the expected amount payment with penalty on the notice was much less than my actual rent.
My car was broken into not long after I moved in. I had been parking in one of their "overflow" lots where there is good lighting, but it's away from view. I've seen several other cars with windows that were broken where they were parked.
The main garbage bin/compactor has been broken for several months, but the garbage was never cleaned out. I doubt this will be cleaned out before the weather gets hot.
There are several dog owners who don't leash their dogs, and several who leave their dog on or tied to their patios.
Disappointing overall. It has a great location and nice wooded plots, but the place feels very tired and run-down.
