I lived in The Normandy Apartments on historic Quality Hill for two years. It is located on Quality Hill but is not owned by the "New Quality Hill" management team. Don't be mistaken, you will not receive the same care and convenience of surrounding New Quality Hill properties. The Normandy is owned by Del Properties, who also owns several run down apartment buildings in midtown and off of the plaza (also the owner of Club NV). You will not be able to use the Quality Hill swimming pool or get a discounted membership at the near by YMCA due to the fact that you do not rent from the New Quality Hill group. The two years that I lived there were terrible. The building is in ruin. The laundry facility is located in the basement, something resembling one of the Nightmare on Elm Stet films... only the boiler room in those films is much cleaner. On a good day you may run into one of your drunken neighbors asking you for change. I had to make 2 domestic violence calls to the police. The hallways are dark with lights constantly burning out, and they also smell terrible. The apartment itself while being full of "Old World Charm" was also dingy and disgusting upon move in. The temperature was never constant and the windows offered no protection from outside heat or cold. The management team is not to be trusted. I was told upon move out that I was going to receive my deposit in full - when I finally was able to get in contact with the property manger (two months after my move out date) she lied to me and said that she had never promised to return my deposit. If you're excited to live in beautiful downtown KC in the Quality Hill area, spend the extra money each month and move into one of the surrounding buildings owned by New Quality Hill. I've lived in the Cordova located on 12th street and had an amazing experience.

I currently live at the Normandy, and I do agree with the former resident about the Laundry facility being creepy and the building being outdated, but my experience here has been different. The building manager is now a man, has always been available to me and dealt promptly with any issues that I have had. The tenants however unapealing haven't given me any problems as of yet. I am a young professional and wanted the downtown experience without the downtown price tag. So I would recommend this building to other young people who are working and going to school and want an ecomomic apartment with the beautiful surroundings of Quality Hill.
