cockroaches are an issue...

The staff is decent and Shannon the Property Manager is very nice, although Jessica who works in the office leaves a lot to be desired with her customer service skills and is generally not very friendly once you have signed a lease agreement. The grounds are well-kept and the maintenance guys are always doing their best to maintain the place.
But be aware that there are COCKROACHES EVERYWHERE and they are absolutely THE BIGGEST I HAVE EVER SEEN ("GROSS!")!!! The office staff tries to convince you that they're doing everything to control this issue, but I'm not convinced as there are obviously cockroaches literally all over the entire property.
The (way over-priced and inadequate) laundry room ($1.50 to wash and 1.50 to dry = $3.00 a load!), which is an unfinished, unsafe and dingy basement, doubles as a storage area and it is an obvious breeding ground for cockroaches! The heating is basically all connected, because it is circa 1950's valve-controlled steam (not very efficient), so even if you keep your place clean and tidy the roaches have a direct passage into your apt from any other unit. As soon as the sun goes down and you're outside the buildings coming to or from your car, the cockroaches are all over the walkways and parking lot!
Parking for the Plaza Terrace Apts is the best I've seen for any Plaza location, but covered parking would be convenient. Be prepared to own a window air-conditioner for the summers because even on cooler days the buildings are hot and humid! If you do buy one, get anything over a 5200 btu ($100 Wal-Mart) or buy two (one for the living room and one for the bedroom) because one just isn't enough. I liked the hardwood floors but the polyurethane was peeling off on mine. So make sure that you get a unit that recently has had the floors properly redone (sanded first, then the polyurethane applied. Not coats and coats of polyurethane put on one another). The walls are also very thin so be prepared to hear everything your neighbors are doing!
I did not renew my lease and would NOT recommend this place to a friend unless Plaza Terrace got the cockroach issue completely resolved.
