I would never recommend Quality Hill to anyone for a number of reasons. First off you there are the appliances, while it is nice to have in house washer and dryer units I frown upon the fact that they are very outdated and drying my clothes takes 2 cycles and when the dryer kicks on you better turn on the air conditioning because it will heat the entire apartment faster than the oven would. The oven is also outdated missing knobs and the refrigerator is also outdated, doesn t shut correctly and is missing the knob to tell how cold it is.
The walls are paper thin, you can hear everything from the apartment below to the one next door. The paint on the walls is cheap, don t expect to be able to wash something off the walls if you happen to spill something on them, they soak up anything that touches them and the carpet is cheap and has no padding.
The maintenance is absolutely down right horrible. During the coldest winter month of January the double doors leading to the balcony (which were locked) flung wide open while I was at class. It happened to be snowing out that day and when I came home there was an inch of snow in the living room. At the same time the heater went out. I called the maintenance people, on the magnet I got from management, and they contested saying that they don t serve my building. Finally after getting them to my apartment 4hrs later it took them another 2.5hrs to fix the heater. The best part is to keep the double doors from coming open again they ran a wood screw diagonally through the door into the door jam!
The window regularly fog up between their two panes of glass which instantly turns them opaque. When I moved in only one window was like this, by the time I moved out 5 windows were like this.
Security isn t that great either, half the time my key wont fit the front door to the building and there have been many occasions were I had to wait to be let in. The door knob finally fell apart one day and it wasn t fixed for 2 weeks after I had talked to management 3 times! The buzzer at the front door is also falling out of the wall and works half the time if you can read the numbers.
The management is a peach too! They are rude inconsiderate and just there to take your money. They are very shady when it comes to their apartments, just trying to get you in, they could care less about your well being.
Be warned when you sign the lease and they say you are getting one free month, this is untrue if you are used to a typical 12 month lease. Read everything, one free month means you get one free and have another 12 for a total of a 13 month lease!
As far as utilities go, paying only for electric and cable if you use it sounds like a good idea. But these apartments are very poorly insulated and can cost as much as heating and cooling an older house with gas, electric and water.

As a resident in these apartments, your review is pretty accurate. Half way through my lease, the owners turned all the apartments in Section 8 (low income housing). So now I pay a huge ass rent for an apartment that other people get for basically peanuts.
Plus, there's a lot more crime and drunk people hanging around digging through dumpsters, breaking into cars, and peeing in the parking ramp.
