My friend considered renting an apartment here and put down a $40 fee for the application (which she understood would not be returned) and was asked for $200.oo toward the security deposit. They never told her that if she did not decide against taking the apartment within 3 days of the deposit, they KEEP IT. This may be legal but it sure is not ethical - and frankly I call it stealing what does not belong to you. The deposit was made in good faith - having never signed a lease - it should be returned.
