Property is privately owned and operated. Owners are nice but communication is hard due to language barrier. Units are in a general state of disrepair, but owners are working towards upgrading the units as they become available. Since Hurricane Katrina the property has become a transient hotel for hispanic construction workers and all their trucks and trailers (8 guys to an apartment, etc.) Rent is cheap, as are the units. Stereo was stolen from truck soon after we moved in, other residents have mentioned being broken into also. We still have exterior hurricane damage that has not been fixed (we replaced broken window ourselves). The owners try but it seems to be too much for them, they need to break down and HIRE professional carpenters.
