The Apartments Are Noisy And The Management Does Nothing

The biggest problem with these apartments is the floors. We have a ground-floor apartment and we hear every foot-step of the people above us, because EVERY floorboard creaks. I kid you not... EVERY floorboard!! When the people above us stay up later than us, we are unable to get to sleep.
The Management Office's response to this is that there is nothing they can do because it is an old building, and so the resident has to put up with the noise!!! Actually, the apartments are not that old. In our opinion they are poorly constructed and it appears to us that the owners would rather maximize profit and let the residents suffer, than invest in necessary maintenance.
On a positive note: there seems to be good sound-proofing in the side walls. We hear nothing of the neighbors on either side of us. But we hear everything from above!!The owners really must step up and install sound-proofing between ceiling and floor.
Another noise problem from above is the pipes. We hear the expansion and contraction of the pipes of our upstairs neighbor whenever they use hot water.
A further noise problem is that the management claims to have a three-strikes-and-you-are-out policy for noisy neighbors. However they do not enforce this. In addition to our complaints about the floor-board and pipe noises, we have made several complaints about our upstairs neighbor playing loud music late at night, vacuuming at night and bouncing a basket-ball on the floor at night. That neighbor is still living there!! Unbelievable'' ...I kid you not. We would also note that in our experience it takes the "courtesy officer" at least half an hour to respond to a late-night noise complaint.
Positive aspects of the property are that it is safe and well-situated for shops and restaurants... both good reasons for living here. But if you really want to live at this complex, then absolutely insist on a upper-floor apartment. It is our opinion that the ground-floor units should be condemned as unsuitable for habitation.
