Not sure which Phase you are in, but should it be one you are looking at the situation wrong. They are very pleasent people. Although due to the area these days I respect the fact that they don't put up with nonsense. I'm glad that they act upon complaints of noise and late fee's. Keeping everyone on there toes makes us all be responsable and aware of the things around us. I'm sorry that you were not treated nice,but I am sure that if you gave them another chance you would veiw them differently.
