Very noisy, office staff unhelpful

You can hear people stomping up and down the steps all day and night. 3-level apartment community with levels of hard wooden steps to connect 6 apartments each. So if anyone of the 5 neighbors around you decide to come or go, you hear the loud stomping from inside your apartment, they should get rubber covers for the steps or something, because it is very annoying and uncomfortable to listen to. Also, the fire department is located a couple blocks down, so anytime they get a call (which seems to also be pretty constant), you get to listen to the very loud sirens for at least a couple minutes. The patches of grass directly outside a lot of the buildings are severely yellowing, due to the constant dog urination (this is a "dog-friendly" community, so most the tenants own one).. which unfortunately makes the lawns unsightly.
I had to move out due to an out-of-state family emergency, which I informed them upon only a few days shy of the 60-day notice policy. They said if they could find someone to move in, they wouldn't charge the move-out-early fee. Well, I saw many tenants moving in during this time period, and knew very well they could have had someone move into my facility, but when it came time to move out, they taped a $2,000 bill to my door. Very shady.
Oh, and these apartments are DEFINITELY over-priced for the area. I knew of people renting 2-bedroom houses in the area for cheaper than my 1-bedroom apartment.
