Another sad retraction with Asheville Landlords

We liked this community when we first moved in compared to anything else Asheville had available at the time. Unfortunatley, now seeing 5 management changes in the 17 plus months we have resided here, is just like what we have seen with other Asheville area rental communities. Standards drop, maintenance drops, carelessness and the community seemingly start to fall apart; yet the rent goes up or they try to redo leases to hold you captive with outrageous costs if you break them...
One thing to point out, is they will have you sign an addendum that says if you have a returned check for any reason, they will assess a $50.00 charge to your rent. This is foolish and why more tenants don't stand up for outrageous pricing antics is beyond us.
But, the North Carolina Commissioner of Banks was contacted and stated adamently that under the Uniform Commercial Code (UCC) Ss 25-3-506 "Collection of Processing Fee for Returned Checks" any person who accepts a check for any payment, and it is returned NSF for any reason or lack of an account with that bank, CANNOT under law charge more than $25.00 for said returned check.!! So people coming in to this community, or others in Asheville area, need to know what the laws are and rights of tenants, because we have found, in Asheville, for whatever reason, these property management companies try to force ludicrous overcharges on people which are wrongful and illegal, and will do so if they can geta way with it.. Just like the rental rates; it seems they will charge a family what they think they can get out of them and it is not fair across the board by far!
So beware if you come to Eastwood Village or other Asheville area apartment community, because the owners of them you will never reach- and they hire and fire and rehire new property managers (dime a dozen) all the time to deal with you and they hardly know the laws and are forced to meet quotas and profits for the development owners at any cost, or they fire them and hire new ones all the time...
Just this amount of turn over should tell you how any renter is looked at in Asheville area as it seems to be a standard here from any other place in the country.. You need to be careful and read everythign and question the property managers.
I will tell you, we have found, if you are a person of money they seem to treat you differently than a hard working family who is just able to get by weekly with high cost of living in Asheville verses the low wage scales here and limited jobs available. Hard to save when your rent goes up or other costs all the time; so you are bound to be a renter and be squeezed by the "high market rate" these property managers tell you is fair local rents...
Eastwood Village was an all inclusive rental originally with washers/dryers and water included. Now they broke all that down and charge for each thing to any new leasee, and you now pay all utilities plus monthly charges to have washer/dryer in the past. plus cost for storage room and garage if you need them.. Maybe they ought to start charging their office staff and maintenance people, as they give them all 100% free apartment & utilities & appliances..
