Crazy tenant, drunken brawls and bad management

A Cautionary tale for anyone thinking of renting an apartment at Eastwood Village in Asheville:
I was very impressed with Eastwood Village Apartments when I first moved in during the summer of 2004. The management team was stellar. Caring, friendly, and attentive. You never had to wait long for maintenance repairs. The landscaping was beautiful and kept up regularly. The tenants in general seemed to be working professionals. In general, a very respectable place to call home and an obvious sense of community.

Fast forward to February 2006 to miss the steady decline in services and appearance. The management has turned over about 5 times since July 2004 and each time they seem to care less and less about the apartment complex. This may be in part due to the owner, Harry Pilos, who recently, in inquiry regarding the status quo, stated ??because I own the place and because I said so.??

It now takes REPEATED requests for any service to be completed: whether it is to replace a hall light in already dimly lit hallways, to requests for the second set of keys that should have come with the apartment you??re paying $850 to live in. Myself and my neighbors recently made 5 requests over two weeks to have a hall light replaced so we could walk down the stairs safely. Another hall light has been out for two weeks and is still not replaced at this writing. The landscaping consists now of mud and tire tracks. And as for the tenants, there is a verbally abusive woman with aggressive dogs that has threatened several other renters, and management is doing nothing to rectify the situation. Even with numerous complaints AND a call to the Buncombe County Sheriff. In fact, in response to the concerns, the regional manager in Hickory, Tracy, simply summed up with ??I just don??t care.??

At the website for Delphi Development, the managing body of Eastwood Village Apartments, they state that they are ??focused on new developments which provide a sense of community and function.?? I would say they definitely have a sense of community here; a sense of fear and embarrassment and a large amount of tenants that are looking for a new home.

Yeah this sounds about right. Delphi Development and Mr. Harry Pilos are like this to anyone acting as a humanitarian for the local people to convince local agencies for them to build wonderful places (cheap products utilized), and then his ever-changing office management staff say anything to get you in a lease, and then everything seemingly changes after that.

There are some good points with the location and so forth, but what people pay in price (for supposed quality lifestyle), and the disrespect they get from the owner when there are problems, seems to be normal there.

FYI; Delphi moved out of Eastwood Village now to Hickory to the Mosteller Mansion Estate property there that Harry Pilos bought, and he in fact lives in the end building there. Kind of weird for a $mega-millionaire type supposedly to live in your own apartments (where's his mansion), but after all the hoopla in Asheville and the local press a few years ago about him and Delphi bringing humanitarian development to the region, it seems he may have took them all for an elaborate ride and left town to Hickory today.

Check Hickory and Mosteller Mansion Apartments there and you will see the same exact crap going on there today with their tenants.

You say all of this information as if you know him personally? If the owner wants to live in his own apartment fine...at least you know that it must be some what desent for him to stay there. Also if he is living on property seems as if that would be better for you, wouldnt it? I have lived at Eastwood for now going on three years, I have meet Harry he is a little diffrent but arnt we all. Any complaint that I have had has been addressed in a timely manner. The only complaint(s) that I have would be the gentleman with the small aggressive dog possibly a mini pincher? He does not belong in a community as nice as this one, I have heard from several residents that they are harassing them and taking pictures of them as they get out of their car. If he ever did this to me depending on the day i would either call the cops on him or get out and hit him. The last complaint is speeding, everyone needs to slow down there is a white ford extended cab truck that thinks this is a drag strip, its not SLOW DOWN!!!!
I just remembered one more complaint, motorcycles none of us want to hear your motors...yes they sound good but not while you are trying to sleep, think of others.

Yes- please STOP with the motorcycle noise! I have lived in Eastwood for several years, and it has gotten pretty bad with the motorcycle noise. There is a fellow in bldg 5 who has a Harley bike, along with a matching Harley pickup truck, trailer, and he probably has Harley toilet paper too! There is another fellow in bldg 4 with his very loud bike, and a couple of other biker-wannabee's too. They like to rev their engines and do laps around the parking lots- extremely loud. Some people do speed, but most residents are pretty considerate. I would like to see people keep their dogs on a leash- there's a lady with a black lab puppy who lets it roam freely- she's not the only one who does it. Also, many residents do not pick up after their dogs, which is ruining the grass. I think Sondra and Susan do a very good job trying to keep things pleasant. I just don't think they can be everywhere at once, and some people are just jerks, plain and simple. I recommend Eastwood apartments, but do NOT come here if you are rude, have a motorcycle, a dog who barks constantly, or if you party excessively. I recently called the cops on some loud azzholes partying at 2am in bldg 5, and I will do it again if I have to. This is a pretty nice place, and I'd like it to stay that way. Oh- we have new owners, so Harry P is no longer in the picture here.

If you do not like the motorcycle noise, move. I don't ride myself but live near building 5 and have never had a problem. The man is in his fifties, quiet and seems to be rather pleasant. I have lived in apartments in cities, suburbs and in between. There has never been a friendlier place as Eastwood Village. Compared to most apartment complexes in the area Eastwood Village is as quiet as a church on Tuesday.
