Sliding slowly downhill

(note: I was living in the new section at the top of the hill, not the old apartments that have been here forever) When I moved to The Meadows, it really was a nice place to be. It was quiet, and the apartments were only a year old. A security deposit was not required because the renters had to have an income of at least twice the rent per month. My rent has only increased by $20 over the past two and a quarter years. And the place is generally clean, with a competent maintance staff and office people who have always been nice to me and who have responded to any complaints.
That being said, the complex is sliding downhill fast. There's ALWAYS cars going by late at night, some with riced out mufflers, others with music blaring. My downstairs neighbors have two yappy dogs that they leave out on the balcony that bark at EVERYTHING, and although the office has talked to them on at least one occasion (per my request- and I know they did because the dogs went away for a while) the dogs are still out there. About a month ago there was a drunken fight outside the apartment across from my bedroom window, and about three months ago one of my neighbors came home at three in the morning being carried by two friends (he was aparently really, really drunk). So, the neighborhood has really gotten crappy lately. I have never felt unsafe here, and I don't lock my car because I see no reason to. But, if you want piece and quiet, you might want to either get an apartment on the top floor that faces away from the parking lot, or just go somewhere else.
