Apartment will make "oral agreements" to screw you over later

This apartment complex is terrible, 24 hour maintenance is more like a week later maintenance, where they fix the problem and cause another one. The power bill is 150$ a month for two people because they use Piedmont. The internet probably downloads as fast using a modem. Worst of all when I gave my intent to vacate, they didnt' tell me I had to sign any forms, and now are saying I have to pay two more months of rent. Worst of all they have records that I told them I was going to vacate. At the time I told them I was going to vacate, they specifically told me I didn't have to do anything else.
