As with much of the apartments in Carrboro, you will not find a complex that is fairly new therefore you will encounter the usual problems of living in an older apartment, this I found true of Highland Hills. I will not renew my lease here for the biggest complaint is the lack of cost efficiency. I live on the first floor and it is ALWAYS cold in our apartment. Winter was unbearable. The heating system is highly inefficient. It does not heat up the rooms as only lukewarm air blows out of the vents. We made complaints to maintenance and they tried their best but left us with an explanation of how heaters works (coils and heating system). This did not make us feel warmer. Our heating bill for 2 people during the winter hit 178 dollars. I was furious. This was because in order for us to feel slightly warm we had to turn our thermostat up just so the actual (non coil system) heat will come out of the vents instead of the lukewarm air. Whatever measures you use (we tried space heaters which caused our bill to sky rocket, we put vinyl over our windows) it will not work because the windows need to be replaced with cost efficient windows. The cold air blows right through. By bed is beside a window and I will wake up with my face numb. Black mold does grow on the window sills and in the bathroom. I cloroxed it only to return in a month or two. Dog poop is everwhere. First floor..yea there's bugs in our apartments especially big grasshoppers. Loud neighbors above and next to us. YOu can hear them pee and flush their toilet, they can probably hear me sneeze.
However, the management is great and warm. I just can't stand to live here due to the lack of maintaining normal body temperature. My car heater has a better heating system!
