Definetly, I do not recommend Poplar Place.

I moved to Poplar Place in the Spring of 2007 attracted to the layout of the apartments and the lovely setting. Unfortunately, while the place looks good, there are a number of serious problems that made living here unpleasant.
By far, the main problem is the intrusive and unprofessional behaviour of the managment.
I have found the management to be click-ish and indiscreet. They will discuss problems and gossip about residents *to* other residents. One of these residents who the office staff seem to confide in is an Orange Cty police officer. This behaviour demonstrates that they do not respect the privacy of residents.
Additionally, theyre overall response to maintenance requests is inconsistent and poor. The maintenance team often finds the cheapest solution to whatever problem, rather than offering a quality repair that will stand up over time. You often have something fixed, only to have to call and have it fixed again - with one exception: They seem to be quite good at fixing the hvac system.
They will harass certain residents and make exceptions for others. They send out an utterly useless monthly newsletter and other flyers - that everyone promptly tosses out. Then one is left wondering why the management does not put it's money into apartment improvements rather than these newsletters and community events - that few attend.

it's funny. They make such a big deal about getting the "community" together but you never see any of the office staff actually outside! The only times they set foot out of the office is when they have to jump on a cart to drive new residents around. Otherwise they never have any interest in the community area. You never see them checking on work done or inspecting the property.
Probably because they are too busy looking for clip art to make new flyers with.
By supplies because if this place ever has a serious incident like the fire next door or a massive power outage, you'll probably be on your own.
