Lack of Sleep Has Been Linked to Numerous Health Problems

In a nutshell, I was placed next to a SEVERE noise disturbance in the form of a turnaround point for a city bus line. Bus backup alarms and engine idling are my constant companion for more than 13 hours every day -- right outside my sliding glass door, and this stream of bus traffic continues outside my apartment until after midnight on weekdays and after 2 AM on weekends! I cannot get regular and satisfying sleep. I have made comments to the management regarding this problem, and their only response has been to tell me that I can pay an additional $300 to be moved to a different unit in the complex, when my only request of them was that they move me into a different unit. In making this demand, they not only demonstrate that they *have* a unit available, but they put a price on my health and well-being! They did not tell me about this issue in advance of move-in, and though they claim ignorance, I strongly suspect that they knew about the noise issue beforehand as this bus line is not new, nor is the complex, and judging from the forwarding address mailing labels on the inside of my mailbox, no one has spent more than a year there in the last three years. I have personally heard the assistant manager use the convenience of the bus line as a selling point with a potential tenant in a phone conversation. Additionally, the unit I am in -- which is supposed to be one of their *best* one-bedroom apartments -- is insulated like a cardboard box. I have kept the thermostat below 60 degrees for more than two months now, and the power bill on this 687 sq. ft. apartment *still* averages over $94/month over the winter months (Nov.-Jan., as of this writing). I have heard that their electricity provider - Piedmont Electric - is nothing more than an electricity scalper, buying electricity from Duke Power and passing it off to the consumer at an inflated price, and after my last electricity bill ($111.71!!!), I believe it. Rock Creek?s list prices are exorbitant, and though I am not paying list price, I suspect it is largely because they know of these issues. My only recourse at this point is to track down old tenants at my time and expense to prove my point and file a court case against those responsible for hiding the noise issue. As if to drive home the point to their tenants, Equity sends a monthly mailing to their residents that includes a calendar which clearly states dates on which they will file court papers if you are late enough with rent. I have rented for years from many different landlords and have never been treated in such a fashion before. DO NOT rent from Rock Creek Apartments, and tread carefully with this management company. In my experience, their staff are totally unconcerned with their residents? basic needs, and they engage in shady business practices. Stay away from Piedmont Electric Management Corporation, too.

As a post-script, I have seen a couple of rather positive reviews on Rock Creek on this site (see "Homey, Happy, Yellow Neighborhood"). I cannot help but think -- after looking at the construction of the text and its contents -- that whoever wrote the review must be working for Rock Creek or Equity. I have *never* seen anyone use the jacuzzi -- which is chlorinated beyond belief -- and the common facilities are otherwise barely adequate. Shortly after move-in, I noticed that a window to the ground-floor exercise room had a broken latch, and could be accessed from the outside at any time!!! I reported the problem, but didn?t see any reason to go back to the "gym," since the treadmill was out of commission for months (though I think it has finally been fixed as of this writing). I have also not had any problems with other tenants, with the exception of the dog owners, who leave their pets? droppings along sidewalks and occasionally even in my yard. There are a couple of courtesy officers on site (or at least, their cruisers live there...I?ve never seen them), though I would guess from reading past reviews that there is a good reason for this. Other reviews mention in-unit laundry facilities. I know of no one who has in-unit laundry machines provided by the management. I have W/D hookups, but had to come up with my own laundry machines.

Other Miscellaneous:
Water pressure was fine, though the water would fizz like Alka-Seltzer right after it was turned on -- makes you wonder what is building up in the pipes -- and the water heater is *just* big enough for one. I drank bottled water most of the time. Otherwise, my appliances seem to be working mostly well, though lately I?ve been unable to get things completely clean in my dishwasher. I?ve never seen any roaches, but I have seen spiders, ladybugs, centipedes, and even a hornet once in my house that came from who knows where -- my windows and doors are always shut unless I?m walking in and out of the apartment. I also once saw a pair of police officers dealing with a man in my yard at 2-3AM.

Aside from the office (which is not open to use by the residents), I don?t know where you could expect to find high-speed internet service at this place, unless you called the cable company and ordered it yourself.

I recently overheard one of their office staff mention that they were not getting any renewals for the coming year. Wonder why' I don?t.
