Decent, though there are better choices.

Years at this apartment: 1994 - 1997
I lived in Rock Creek from 1994 to 1997 in two different apartments (one bedroom villa and a two bedroom villa.) The nicest feature of these apartments is the option to have a "villa" apartment. This prevents anyone from being above or below you and also normally means you have a neighbor on only one side. The apartments were fairly quite.
Problems: upkeep was on a downward spiral while I was there. The apartments are quite expensive for the drop-off in service and upkeep.
Each apartment has only one window per bedroom. This doesn't include the sliding doors for patios. The apartments are rather dark as a result.
Power bills are outrageous. The apartments are served by Piedmont Electrical. Bills in the summer were nearly twice what they were in a similar sized aparment I had in Chapel Hill. It's not all the fault of the complex though they could be more effcient. Piedmont is simply a very expensive utility.
There are many nicer locations in the area for equal or less money at this point. Consider Rock Creek if you like the privacy, location that is handy to Carrboro and Chapel Hill.
