While rock creek is decent and reasonably priced there are a few things you ought to know before moving into this complex.
1. electric bills are very high, i live in a 2 bedroom apartment and our monthly bills have never been less than $100 and on a regular basis they have been $200 (and we never leave the lights on etc) - a call to the electicity company informed us that the complex is using outdated heating and cooling units and this is a regular problem in the community
2. They are building a high school right behind the complex which wont be done for another 3 years...this is a major problem because there is dirt, dust, and debris everywhere. my car is always covered in dirt and the noise isn't exactly great to sleep though...the management also failed to inform me of this construction when i signed the lease.
3. the apartments are very dark unless you are lucky enough to get one of the few in a well lit area
4. the 2 bedroom layout is good in that the rooms are of equal size with their own bathrooms and on opposite sides of the apartment for added privacy; however, the apartment is small and the kitchen is very small...fitting two people in the kitchen at the same time is a challenge
5. apartments are older, kitchen appliences, heating units, etc are older but they work
7. parking can be a problem depending on the building you live in...while you can always find a space it may be a little far from where you live
6. the management is very nice and friendly which is a nice plus but not worth the hassle with everything else that is wrong

I tracked the per-kWh costs of electricity for the entire time I was at Rock Creek and then again for several months after I moved to a location serviced by Duke Energy. The per-kWh electricity costs, *taken from the utility bills*, indicated that Piedmont was charging 40-50% more per kWh than Duke Energy. I can't attest to the "newness" of Rock Creek's A/C or heating equipment, so a few pennies worth of that may have belonged to Rock Creek, but PIEDMONT IS THE PROBLEM, and they are LYING THROUGH THEIR TEETH when they said that! Move just next door to an adjacent apartment complex, and your electricity costs will plummet! "Regular problem in the community," my @$$!!!
