When I found Rock Creek I was so very pleased, the rate was great and so was the location. I've been here six months and COMPLETELY love the management, staff and maintenance crew...everyone has been delightful, extremely nice and very helpful.
The problem...the electric bills in the winter. I live with my 6 year old daughter and was quoted a VERY reasonable estimate of what the electric bill would be. When winter hit, this was not the case. I'm hardly ever home, as I work long days and my daughter (under age) is at school or afterschool so there's no one home the majority of the day. My first winter electric bill was $300 and the following one over $400 and I was home even less time the following month due to the holidays. It is simply ridiculous and I am so very frustrated. Piedmont Electric blamed Rock Creek and vice versa.
I love the management/staff here, they have been great to me and have been very helpful in helping me find a new place to leave...as I am moving out this coming weekend.
I am very disappointed that the electric bill situation was not shared with me, as I see now from reading these reviews that it has been an issue in the past as well. If you are moving here PLEASE be aware of the electric bill situation and let it be a significant factor in your decision. Everything else about the complex is great, other than the lack on sunlight depending on your building. Great place, but the electric bills atre RIDICULOUS!!!!

Another post from dumbass...
I tracked the per-kWh costs of electricity for the entire time I was at Rock Creek (10 months) and then again for several months after I moved to a location serviced by Duke Energy. The per-kWh electricity costs, *taken from the utility bills*, indicated that Piedmont was charging 40-50% more per kWh than Duke Energy. I can't attest to the "newness" of Rock Creek's A/C or heating equipment, so a few pennies worth of that may have belonged to Rock Creek, but PIEDMONT IS THE PROBLEM!
