Declining property, useless office staff

I initially moved here 8 years ago because of the great location and affordable rent. However, over the past 8 years, the property and the office staff have been in serious decline. The low rent for Cary has attracted tenents that do not take any pride in the appearance of the complex. Cigarette butts, beer cans and other trash litter the grounds, pet owners do not clean up after their pets, and people seem to think that the parking areas are a fantastic place to abandon or store cars that are not in working condition. Complaints to the office about cars parked in the front spaces for 6 months or more without ever moving usually go ignored. About once a year, some of the cars are tagged for towing. The owners merely peel off the tags and continue to leave the car in everyone else's way. The parking lots often look more like a junkyard than a parking lot. I intentionally park my car far from my building to avoid having it scratched and dinged by others. The walls are very thin resulting in very high power bills and the floors/ceilings are very bouncy and creaky. The sunrooms they brag about are not insulated. In the winter time, you can place your hand on the floor and feel the cold air rushing in to your apartment. I am awakened every morning at 5 am by the upstairs neighbors walking around in their bedroom. I have also had to deal with a 4 person family with 2 very small children crammed in to the small 1 bedroom apartment above me and have had to listen to the running, jumping, stomping, and screaming of these children on a daily basis for the past two years. Comlaints to the office are not responsed to. Service requests are also ignored. I was owed an upgrade on my apartment when I renewed my lease and never got the upgrade. I sent two emails to the office that were never responded to. I left a voice mail with the office that was not returned. I visited the office in person and the woman working in the office merely wrote my name and phone number down and said that someone would get back to me. It didn't happen. I sent 2 more emails and about 6 months after renewing my lease, I finally got the upgrade. It wasn't even worth all of the time and effort I had to invest to get it. This seems to be the case with the office. E-mails and phone messages are rarely ever returned and when you visit in person and they realize you are already a resident, they simply write your phone number down and tell you they will call you back just to get you out of the office. They have absolutely no motivation to help anyone who is already locked in to paying them rent. I will be moving as soon as my lease is up. The great location and affordable rent are no longer worth having to pay high utility bills, hear every footstep of your upstairs neighbors, have neighbors cramming more people in to an apartment than should be living there, have neighbors that seem to have 1 or 2 working cars and 1 or 2 broken down cars in the parking lot and having an office that seems to have absolutely no interest in following up with any concerns that you have about your living experience.
