I've been living at Stratford since July 2009. I have to say that I have not had even 1 significant problem with the apartment or the management. I've put in a few maintenance requests and all of them have been resolved appropriately and in a reasonable amount of time.
I live in one of the refurbished apartments, and it makes a huge difference. The difference in the quality of the hardware and appliances between the refurb and original very significant. The construction quality of the buildings themselves is not very great, but with the work done in the refurbishing, it's things you have to look for to notice.
I've not lived through the winter yet, but the summer insulation seemed to be more than adequate. I kept having to turn the AC temperature up to keep it comfortable. I would be too cold if I set the AC any lower than 78.
In our building there is very little noise at all. I have to remind myself that I'm actually in an aprtment most of the time. It feels much more like a home to me than apartment living.
My one recommendation for the management is to be politely persistant. My one major service request so far was a sink that was leaking under the cabinet. they came out within 2 days to tighten it up. It still leaked, though slower, after the work so rathe than getting mad I just called back, explained to them the situation, and asked them to come back. They said they need to get a part and it would be 2 days. After 2 days when I had not seen anyone I called back to inquire about the status. They came out that same day, and because they couldn't get the part in a timely manner they replaced the entire faucet.
I know that not everyone has had the same experience as I have with the Stratford. I would recommend that you choose your apartment building based on if it has been refurbished, and your neighbors. Get to know the people who live adjacent to you before you move in. Ask to do a sleep-over and evaluate that building before signing a lease.

You can't really "choose" your apartment based on your neighbors, you have to take what is available, and you most likely will get new neighbors after you've moved in. Our upstairs neighbors' kids are always stomping around their apartment, so consider yourself lucky having quiet neighbors. Also, ALL of the apartments should be of high quality, not just SOME. You shouldn't have to pay a significant amount more in rent for decent applicances. Why not upgrade all of the units? I found the Stratford's ads misleading because they described the upgraded units and I assumed that all the units had garden tubs, etc. and not that I'd have to pay extra for those features.

I live in a "un" renovated apartment and I have a garden tub which I have used for the past 9 years. I agree with the fact that you can't choose your neighbors but that is going to be anyware you go. In my years I have had neighbors who were aware that I lived below them and I have had some that aparently just did not care. Again you cant pick your neighbors so since I prefer not to walk up stairs I have delt with a varity of neighbors living above me. I think the key in my time here has been to bulid raport with the neighbors and then they ten to be more aware and conciderate. It is all about attitude and approach.
