Sulfur smell from the water and lots of noise

Funny enough I am sitting in my apartment at this moment listening to my neighbors diagonally across the way SCREAMING in their apartment and trampling down the stairs. Through doors I can hear the 3 children on any given day... always screaming!
The day that I moved into this apartment I turned on the water in the kitchen sink and was blown away by the disgusting foul smell of rotting eggs. I left the water on and turned on the water in both bathrooms. The odor was so bad that I had to leave the apartment. Management is so slack. I was told that this was normal for a new apartment and it would go away. That was May of 2008. It is now January of 2009. I still get the smell of sulfur on almost a daily basis. I have a routine of allowing water to fill the washing machine and then discarding it by putting it on spin once the sulfur is no longer present. Then I start a load of laundry. This is how I wash my clothes. I have complained several times. The last time maintenance ran my water for 10 minutes. I'm sure to appreciate that when the water bill comes. The smell is in the cold water so after the hot water heater was eliminated for being the source I had the city of Cary came and flush the water line myself. The smell was gone for about 2 days. I have since had them come again. The excuse is that we are at the end of the main water line. I should add that the apartment complex has never called the city to flush the line. They are beyond slack. There is even a girl that works in the office who lives on the first floor of my building and experiences the same foul odors.
I live on the third floor and there has been no one in the apartment below me since I moved in. December's electric bill was $130 with the temperature kept around 68. The floors are ridiculously cold. I'm always freezing! There is obviously no insulation between floors. And don't think about running the dish washer at night without your bedroom door closed. Yes it is brand new but it is so loud.
I hate this apartment and would never rent from here again.
