Dingy, old apartments - it would be best to look elsewhere

The apartments here are roomy, but also old and dingy. Before I moved in, the woman in the office told me the entire apartment would be painted. It was not painted. Someone spray-painted certain sections of the walls. There were brown stains on the walls in two of the rooms and the hall that were missed by the spray gun. Disgusting. Also, the carpets are quite worn; you can see exactly where previous tenants have walked the most.
The apartment's surroundings look nice, but I wish the management would care as much about the inside of the apartments. The kitchen cabinets are so old that normal-sized dishes barely fit in them. The cabinets are very dark and dreary-looking. The refrigerator is loud and doesn't have a great seal. The worst thing is that we can smell what our neighbors are cooking! Ugh! The smells come from the vent over the oven. The disposal works, but is so noisy that we'd rather not use it. When we complained, the office told us that they don't replace things until they break down. Great.
Speaking of noise, we can hear our neighbors quite a bit. I don't think they're particularly noisy people, but we can still hear them. We hear them walking around, using the bathrooms, watching TV, and sometimes when they're just talking to each other. We try to walk quietly and not let our door slam shut because it must be worse for our neighbors who live beneath us.
Despite the fact that there are very few upgrades inside the apartments, the rates here are going up. This apartment is big, but is nothing special. It's not pretty nor does it have lots of light. It's truly not worth more than $650 tops. Too bad the management doesn't seem to know that. We're definitely moving out at the end of our lease.
