Maintenance nightmare

My sister lives in Beacon Timber Creek (formerly Camden Timber Creek) and I am a cosigner on her lease. When the transition occured, her rent was increased without any improvement to her apt. She has had many problems with maintenance issues: toilet "running", fridge leaking water, and now her stove top and oven do not work well (or at all sometimes). She cannot get any sense of urgency from the management, just excuses that they don't have maintenance staff. Also, her water utility bills are very inconsistent and are very high at times considering that she does not use her dishwasher, does not have a washing machine, and showers usually only daily. The management HAS worked with her financially on this problem, but it seems that the meters need replacing since her bill is often close to what I pay for a 2200 sq. ft. home. The complex is quiet and she feels safe there, and it is convenient to shopping, etc. The laundry facility has had problems with broken machinery and the "cards" that have to be loaded with money in order to use the laundry are sometimes a hassle (as the previous reviewer noted). The new entrance gate is a good idea from a security stance, but it doesn't work like it should at all times--my sister's "code" is not opening the gate at this time, so now she has another problem to get fixed.
