Use to be a nice place

When I chose this apartment complex I knew it was not the best available but it was what I could afford and seemed like a nice place. Over the past few years it has drastically gone downhill. We went for a long time not knowing when we would have water, which seems to be corrected now but very frustrating.
The building seems to be falling apart. The outside was painted last summer (a horrible job) but the inside is the real problem. I have been watching the nails came back through the outer walls of the apartment for some time now. Most fixtures (faucets, door knobs) are cheap and break easily. Maintenance tries but they are not always competent. Most problems are only temporarily fixed (not replaced) and break again soon after.
Wiring is another problem that has arisen. I have not has a clear phone line in months and often no dial tone when I try to make a call. The cable is often fuzzy and is knock out with no fault of Time Warner Cable. Both utilities said that it is the inside wiring not theirs so they could do nothing about it.
Parking would be fine if everyone respected each other and the guidelines but that is not the case. Many nights I have had no parking space because cars are not parked straight and are blocking access to other spaces or work trucks are using several spaces.
Many of the new residents are discourteous to other residents as they come and go. I do not know about anyone else but I do not enjoy being stared at on a constant basis. There always seems to be someone lurking around the stairs or in the parking lot. Most of the new residences do not seem to speak English so communication is futile. I have become so uncomfortable that I spend many nights elsewhere.
I would have left last year but could not afford the expense and deposit on a new apartment. This year no matter what, I will be leaving.

I currently live at berkshire I was happy when elizabeth was manager but when new management came in everything seem to fall apart. it took months before things got fix around my place. I live on the first floor and it seems like the person on the 2nd floor was going to fall through. Also when new Management came in they started to increase the rent not by 10-15 dollars like Elizabeth did 50-65- dollars I thought that was a huge increase. I do plan on living this year if rent goes up another 50-65 dollars
