unfortunately the property changed hands this summer. lost all the good personnel. now the maintenance is nonexistent, and the manager is clueless. it's a real shame.

Not sure what this resident is talking about, but I have lived at Carmel for several years, and this summer the property seemed to have gotten better. I guess you will have ignorant people LIVING at ANY property. Don't listen to this resident, they are the one who is clueless.
